Theindiapostdaily.com – The Union Home Ministry has announced the designation of 23 individuals, operating from Pakistan, as terrorists under the Unlawful Activities (Prevention) Act. These figures are linked to extremist groups such as Jaish-e-Mohammad and Lashkar-e-Taiba, according to official statements.
“In line with Prime Minister Narendra Modi’s commitment to a zero-tolerance approach against terrorism, the Ministry of Home Affairs (MHA) has officially listed 23 terror-linked figures as designated terrorists under the Unlawful Activities (Prevention) Act,” the Home Minister’s Office stated on X.
The designated individuals are associated with a range of militant activities, including attacks on India, funding of terror operations, border infiltration, and recruitment efforts. While 17 are Pakistani nationals and 6 are Indian, all are currently based in Pakistan or Pakistan-occupied Jammu and Kashmir.
Implications for the National Investigation Agency (NIA)
With these names added to the list, the NIA gains the authority to freeze assets, block financial transactions, and impose restrictions on arms sales to the designated individuals. This empowers the agency to target their networks more effectively.
Legal Framework Update
The amendment to the anti-terror law in 2019 allowed individual terrorists to be included in the list, a shift from the previous system that only recognized groups. This change has expanded the scope of enforcement actions.
As of the latest update, the total number of terrorists on the list has reached 80. The move aligns with the government’s strategy to dismantle terror infrastructure, as reported by NDTV. It aims to cut off logistical support and leadership roles of militant outfits based in Pakistan and PoK.

- Abdullah Jehadi
- Ghulam Fareed
- Maulana Imdad Ullah Makki
- Waseem Noor Jat
From Lashkar-e-Taiba, the list includes Firdous Ahmad Bhat, Haroon Rashid Ganai, Bilal Ahmad Mir, and others. Notably, Mohammed Shaheed Faisal is also connected to Al Qaeda and ISIS.
