This shift is driven by a combination of financial and regulatory hurdles, including stringent visa policies, a weak rupee, and uncertain job markets.

Declining Enrollments and Market Concerns

According to Sushil Sukhwani, founder of Edwise International, which facilitates thousands of Indian student placements globally, the education market is showing signs of stagnation. He pointed to a 20% reduction in UK and US enrollments over the last two years, predicting a further 10-15% drop in the near future. “The numbers indicate a clear slowdown,” Sukhwani told the BBC.

“The findings suggest that the decline is being driven in part by universities taking proactive recruitment decisions ahead of tighter visa compliance measures, but there are also concerns that the Home Office is refusing visas for reasons outside the control of higher education institutions,” the study stated.

In the UK, 76% of universities reported a decline in Indian student enrollment for the January intake, while US enrollments saw a nearly 7% drop between February 2025 and February 2026. These trends reflect growing hesitancy among students to commit to costly overseas programs.

Visa Challenges and Compliance Burdens

Strict visa regulations in the US and UK have significantly impacted enrollment. India’s Ministry of External Affairs cited a 6.9% overall drop in US student admissions during a Rajya Sabha session in April, attributing it to visa rule violations, heightened scrutiny, and compliance demands. Similarly, the British Universities International Liaison Association (BUILA) noted that 70% of UK institutions experienced a decline in international graduate enrollments for January 2026.

These measures have forced students to rethink their financial strategies. For instance, Pragati Priya, a 29-year-old content creator from Jharkhand, enrolled in a master’s program abroad this year, hoping it would lead to better career prospects in Europe. However, the steep depreciation of the Indian rupee against the euro has raised her concerns about the loan amount required.

“It has kept me up at night. I don’t want to burden myself with a student loan that [I] will never finish [repaying],” Priya told the BBC over the phone. “I considered dropping my plans, but my parents and sister promised to support me. That’s the only reason I’m able to take this risk,” she added.

Economic Pressures and Career Uncertainty

The weakening rupee has added financial strain, compelling students to refinance loans and seek additional funding. Sukhwani highlighted that the rupee has fallen over 10% against the US dollar in the last year, with a 35-47% depreciation against major study currencies since 2019. This has made overseas education more expensive, altering student expectations.

Meanwhile, Sudhanshu Kaushik, founder of the North America Association of Indian Students in Washington, noted a shift in students’ career aspirations. “They arrive hoping to secure skilled jobs in their field and end up working in the gig economy. Earlier, that work helped fund their education. Now many are graduating and doing it full-time,” he explained.

New Opportunities on the Horizon

Despite these challenges, the BBC report emphasized that demand for international education remains robust. While traditional markets face headwinds, new-age destinations like Germany are gaining traction. “The landscape is evolving, and students are seeking more stable options,” the report observed.

As the global education sector adapts to these changes, Indian students continue to navigate a complex interplay of economic and regulatory factors, searching for pathways that balance academic aspirations with financial feasibility.
