PM Calls for Citizen Centric Reforms to Accelerate Development

Theindiapostdaily.com – Prime Minister Narendra Modi on Wednesday issued comprehensive directions to government secretaries, emphasizing that reforms must remain fundamentally citizen centric while fostering greater policy convergence across ministries. During a high-level review meeting focused on rural development, agriculture, social welfare, and allied sectors, the Prime Minister stressed that India’s transition toward becoming a developed nation requires coordinated action and people-centered governance approaches.

Chairing the meeting at his official residence, Modi articulated that reforms should be designed around the actual needs of citizens rather than simply streamlining bureaucratic processes. He called for a comprehensive mapping of emerging governance requirements across all ministries to ensure that policy frameworks remain responsive to a rapidly evolving environment. This citizen centric approach, he noted, would help deliver measurable outcomes that directly benefit the population.

Transforming Agriculture Through Clean Energy

In the agriculture sector, the Prime Minister highlighted the transformative potential of wider adoption of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan, commonly known as PM-KUSUM scheme. This central government initiative provides farmers with a subsidy of up to 60% to install standalone solar pumps, solarize existing grid-connected agricultural pumps, and establish decentralized solar power plants on barren land for selling energy to power distribution companies.

As of 31 December 2025, a total of 2.17 million farmers across the country had benefited from the PM-KUSUM scheme, demonstrating its growing impact on rural energy security and agricultural sustainability.

The Prime Minister emphasized that this citizen centric energy transition in farming would not only reduce dependency on conventional power sources but also create additional income opportunities for rural communities through renewable energy generation.

Youth, Sports, and Institutional Convergence

Emphasizing a whole-of-government approach, Modi stated that the vision of Viksit Bharat must evolve into a Jan Andolan, with the country’s youth serving as its primary driving force. He directed stronger institutional mechanisms to tackle drug abuse among young people by breaking departmental silos and improving inter-ministerial coordination.

On sports development, the Prime Minister called for an integrated strategy that would promote sports tourism, encourage technology-led innovation through startups, and position India to host major international sporting events. He also emphasized the critical need to map global skill requirements to better align India’s workforce with emerging international opportunities.

The meeting, attended by the cabinet secretary, senior officials from the Prime Minister’s Office, and secretaries of key ministries, reviewed progress across multiple sectors and discussed concrete measures to improve convergence and accelerate implementation of initiatives aimed at achieving the government’s Viksit Bharat vision through citizen centric governance.
