Theindiapostdaily.com – The central government has selected veteran civil servant Anurag Jain to lead NITI Aayog as its chief executive officer. The appointment was officially announced on Wednesday, with Jain taking on the responsibility of guiding India’s premier policy think tank.
A 1989-batch Indian Administrative Service officer from the Madhya Pradesh cadre, Jain brings extensive expertise spanning nearly forty years across multiple domains. His professional journey encompasses industrial policy formulation, infrastructure advancement, logistics management, financial services, and state-level governance.
Appointment Details and Tenure
The appointments committee of the cabinet granted approval for Jain’s selection through an order released by the department of personnel and training. His official assumption of duties begins from the date he takes charge, with service continuing until the conclusion of his approved extension period. Following this, he will remain in position for a total duration of two years or until additional directives are issued, whichever occurs first.
Jain takes over from B.V.R. Subrahmanyam, who transitioned to the role of cabinet secretary following the completion of his extended period as NITI Aayog’s chief executive earlier this week.
Professional Background and Education
An alumnus of IIT Kharagpur, Jain has accumulated diverse experience across numerous governmental assignments. His career trajectory includes responsibilities in district-level administration, rural development programs, financial management, information technology, urban planning, industrial strategy, and infrastructure projects.
Most recently, he functioned as the chief secretary of Madhya Pradesh state. Prior to this position, Jain occupied two significant secretary-level roles within the Union government hierarchy. He served as secretary for the department for promotion of industry and internal trade from September 2021 through April 2023, subsequently moving to lead the ministry of road transport and highways.
Key Achievements at DPIIT and MoRTH
During his time heading DPIIT, Jain played a pivotal role in executing the PM Gati Shakti National Master Plan. This cornerstone government initiative utilized a GIS-based digital platform to harmonize infrastructure planning across various ministries. The program earned recognition with the Prime Minister’s Award for Excellence in Public Administration in 2023.
His portfolio at DPIIT also encompassed monitoring production linked incentive schemes, industrial policy frameworks, the Startup India initiative, logistics sector reforms, foreign direct investment guidelines, and programs under both the national logistics policy and industrial corridor programme.
In his capacity at the road ministry, Jain directed efforts toward expanding the national highways network while advancing initiatives designed to enhance multimodal connectivity and improve logistics efficiency across the country.
Contributions to Financial Inclusion and Governance
Jain has maintained influential positions within both the prime minister’s office and the finance ministry. While serving as joint secretary in the department of financial services, he is recognized for conceptualizing and rolling out the Pradhan Mantri Jan Dhan Yojana. This landmark program eventually evolved into the world’s most extensive financial inclusion initiative.
His subsequent role as joint secretary to the prime minister involved working on critical governance and policy matters. Additionally, Jain contributed as vice chairman of the Delhi Development Authority, where he managed urban planning and housing initiatives in the national capital region.
State-Level Leadership and Innovation
Before joining the central government, Jain served as secretary to then Madhya Pradesh chief minister Shivraj Singh Chouhan for approximately five and a half years. During this period, he was instrumental in drafting and executing the Madhya Pradesh Public Service Guarantee Act. This pioneering legislation established time-bound public service delivery mechanisms and was subsequently adopted by multiple states nationwide.
As secretary for information technology in the Madhya Pradesh government, Jain championed digital governance programs that elevated the state’s standing among India’s top performers in e-governance and e-readiness evaluations. He later assumed responsibilities as additional chief secretary overseeing state finances before transitioning to central government service.
