Union Coal and Mines Minister G. Kishan Reddy unveiled this comprehensive financial framework during a ceremony in the national capital, marking a pivotal moment in India’s approach to environmental stewardship in the mining sector. The initiative represents one of the largest dedicated allocations for mine rehabilitation in the country’s history.

The announcement came alongside the release of AAROH: Annual Report on Mine Closure, a comprehensive document that tracks the progress of 42 coal mines that have been scientifically closed. This report demonstrates how systematic reclamation efforts and community engagement have successfully transformed previously mined areas into productive, usable land. The government has set an ambitious target to shut down 147 coal mines within the next two to three years, with the newly established corpus providing the financial backbone for this transition.

Community Development and Long-Term Investment

Minister Reddy emphasized that the coal ministry has built a sustainable ecosystem for mine closure that goes beyond mere environmental restoration. “For the first time, 25% of the approved mine closure cost has been earmarked for community development, creating an investment potential of nearly ₹10,000 crore over the next decade,” he stated during the announcement. This innovative approach ensures that mining-affected communities benefit directly from the closure process, creating lasting socio-economic improvements.

“The government has created a dedicated corpus of over $5 billion (around ₹40,000 crore) for scientific mine closure and progressive mine closure, demonstrating its long-term commitment to environmentally responsible mining, ecological restoration and the socio-economic development of mining-affected regions,” Reddy said.

The financial framework encompasses both scientific mine closure and progressive mine closure strategies, reflecting a holistic approach to managing India’s mining legacy. This substantial investment demonstrates the government’s recognition that mine closure is not merely an end-of-life process but a critical opportunity for regional development and environmental healing.

International Cooperation with Germany

Adding international dimension to this initiative, the ministry signed a landmark implementation agreement with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Germany’s premier development agency. This partnership focuses specifically on technical cooperation for mines that are yet to be closed, bringing global expertise to India’s mine closure challenges. The €10 million project, backed by Germany’s BMZ and co-financed by the European Union, will run until 2030.

Coal Secretary Vikram Dev Dutt described mine closure as a critical stage in the mining life cycle, emphasizing the need for responsible resource extraction to transition into long-term environmental restoration, land repurposing, and sustainable community development. The cooperation will unfold over the next four years, focusing on developing innovative and sustainable approaches for the closure and repurposing of coal mines across India.

This investment by Germany and the European Union reflects Team Europe’s strong partnership with India to deepen cooperation on sustainable economic development. This priority was reaffirmed at the 16th India–EU Summit and during the visit of the German chancellor to India this year, highlighting the strategic importance of this collaboration. The government’s announcement of 40 000 cr corpus thus represents not just a domestic initiative but a globally recognized commitment to sustainable mining practices that will serve as a model for other nations seeking to balance economic growth with environmental responsibility.
