The incident, uncovered by Indian Express, involved the manipulation of the Rajasthan Public Service Commission (RPSC) merit list, where the individual, identified as Rahul Kumar Meeena, used AI chatbots to mask his identity and systematically remove competitors’ names. This act highlights how technological tools can be leveraged to undermine traditional systems, creating a new layer of complexity in public sector recruitment.
The Cybercrime Unfolds
Rahul had previously taken the state-level recruitment exam for Assistant Mining Engineer posts in 2024, securing the second position in the Scheduled Tribe (ST) category. To secure the top spot, he targeted Ashish Meena, the original first-rank candidate, and two others from the fourth and fifth positions. Using a virtual private network (VPN), he generated a fake Single Sign-On (SSO) ID, allowing him to access the portal undetected. The SSO, a digital identity issued by the Rajasthan government, was critical to his ability to alter the list, according to investigators.
“The RPSC informed the Department of Information Technology and Communication (DoIT&C), which manages the portal, after noticing discrepancies in the merit list,” said Shamsher Khan, Ajmer’s Deputy SP (Cyber police station). “This was the first time we saw AI being used to manipulate such a critical process.”
The use of AI tools like ChatGPT, Grok, and Deepseek enabled Rahul to bypass security protocols with precision, raising questions about the adequacy of digital safeguards in government systems.
The Scheme’s Impact and Discovery
When Ravi, one of the applicants whose application was withdrawn, reported the issue to the police, the investigation began. Ravi’s concern stemmed from the fact that the application withdrawal period had already ended, leaving the candidates confused and alarmed. The police traced the IP address used to access the portal, which was linked to the Steel Authority of India Limited (SAIL) compound in Jharkhand. This discovery revealed that Rahul had been employed there since 2019, suggesting a potential connection between his job and the cybercrime.
Despite his efforts to conceal his activities, Rahul’s digital footprint was uncovered. His devices, including smartphones and laptops, were seized and sent to the Forensic Science Laboratory (FSL) for analysis. While he remained in custody until 25 June, the ST vacancy was ultimately awarded to Ashish Meena, the original top-ranked candidate. The incident has sparked a broader debate on the security of digital platforms used in public sector recruitment.
Analysts note that this case underscores the growing risk of AI-driven cyberattacks in bureaucratic systems. With the increasing reliance on technology for administrative tasks, such as merit list management and application tracking, vulnerabilities in data encryption and user authentication have become prime targets. Rahul’s actions demonstrate how a single individual, armed with AI tools and technical expertise, can disrupt the fairness of a competitive process that affects thousands of candidates annually.
Following the arrest, the RPSC announced plans to enhance its cybersecurity measures, including implementing multi-factor authentication and regular audits of the portal’s code. Officials emphasized that this incident serves as a wake-up call for other government departments to adopt stricter protocols. “We are now reviewing all digital systems to prevent similar breaches,” said a spokesperson for the Rajasthan Public Service Commission. The case also highlights the need for public awareness about the potential misuse of AI in everyday processes.
