The state has reportedly lost track of many of these minors, according to government sources. The National Prosecutor’s Office announced the investigation on Monday following a confidential report from the Comptroller’s Office, which highlighted gaps in verifying family ties, validating residency documents, and monitoring the children after their arrival via charter flights.

Context of Migration Flows

Chile, often regarded as the most economically stable nation in Latin America, has become a destination for increasing numbers of displaced individuals seeking refuge from economic struggles and violence. This trend has accelerated since the Trump administration implemented stricter immigration policies in 2025. The influx has intensified political debates, with thousands of migrants—particularly from Venezuela and Haiti—arriving over the past decade.

“What is concerning is that, based on the information gathered in the investigation so far, we do not know where they are, and we have to find out,” said Eugenio Campos, head of the anti-corruption unit at the National Prosecutor’s Office, in an interview with Radio Duna. He estimated the number of unaccounted minors to exceed 200.

The Comptroller’s Office has not yet provided comments on the case, as the probe continues. Meanwhile, the National Migration Service has raised concerns about systemic trafficking, implicating not only the accompanying adults but also airlines and travel agencies in the alleged scheme. The service filed a criminal complaint on Monday, asserting that the evidence points to organized exploitation of the migration system.

Language Barriers and Assimilation Challenges

Unlike the Venezuelan community, which has integrated more smoothly into Chilean society, Haitian migrants face significant obstacles due to language and cultural differences. The Haitian embassy in Chile was unavailable for comment. As of the 2024 census, over 80,000 Haitians reside in Chile, though the National Migration Service estimates the figure could be as high as nearly 190,000.

Government Response and Public Perception

President José Antonio Kast, who took office in March with a pledge to combat irregular migration, called the allegations of Haitian children entering Chile “extremely serious” and emphasized the need for “maximum attention.” He stated the government would work to ensure accountability and justice. Kast’s campaign capitalized on rising anti-immigration sentiment, reflected in a June survey by Centro de Estudios Públicos that found 67% of Chileans believe immigrants contribute to higher crime rates, up from 41% in 2017.

Authorities have described the situation as a potential case of systemic exploitation, with the prosecutor’s office stating that public officials or groups may have enabled the illegal entry of non-residents. The ongoing investigation aims to uncover the full extent of the alleged trafficking network and its impact on Chile’s migration policies.
