The trigger: remarks made by US Ambassador to India Sergio Gor during his trip to Jammu and Kashmir, which Pakistan's Foreign Ministry labelled factually wrong and inconsistent with decades of Washington's own stated position on the region.

Islamabad's Objection

The ministry issued a statement saying it had lodged a strong demarche against what it termed the ambassador's mischaracterisation of the territory's status. Pakistan rejected the framing of Jammu and Kashmir as simply a "part of India," insisting instead that the area remains an internationally recognised disputed zone whose ultimate disposition must follow applicable UN Security Council resolutions and the will of Kashmiri residents.

"Pakistan strongly condemned and categorically rejected the characterisation of Jammu and Kashmir as a 'part of India'. It was underscored that Jammu and Kashmir is an internationally recognised disputed territory, awaiting final disposition in accordance with the relevant UNSC resolutions and the aspirations of the Kashmiri people."

The ministry further argued that Gor's language contradicted what it called the United States' long-standing, well-documented stance on the Kashmir question, as well as Washington's professed adherence to international law and the UN Charter. It noted that President Donald Trump had offered to broker talks between New Delhi and Islamabad following Operation Sindoor (referred to domestically as Marka-e-Haq), and pressed the American side to keep its public messaging aligned with the disputed character of the territory.

Former Envoy Criticises the Remarks

Masood Khan, Pakistan's former ambassador to Washington, weighed in from Srinagar, describing Gor's comments as evidence of a "lack of understanding" of both the region's history and its present circumstances. Khan contended that the ambassador ought to have received a briefing on US policy toward Kashmir and on the pertinent Security Council resolutions before travelling. He added that the issue still sits on the Council's agenda and that the UN Military Observer Group in India and Pakistan (UNMOGIP) continues its mandate in the area. In his view, the territory's future should be settled by its inhabitants under the framework of those resolutions.

What Gor Told Reporters in Srinagar

Speaking to journalists on Wednesday, Gor described Jammu and Kashmir as an important component of India and called it an exceptionally beautiful destination. During the visit he also enjoyed a shikara ride across Dal Lake.

"This is an important part of India and so I'm here visiting for the first time. It's an incredibly beautiful place, and so I'm thrilled to be here, thrilled to see this place. We had a very good meeting, and we have some follow-ups that we'll take back to Washington, back to Delhi. But, a very warm, very cordial, and we look forward to building this relationship forward,"

He went on to say that the Indian government and Chief Minister Omar Abdullah had taken "incredible steps" to enhance security in the region, and signalled that Washington would reassess its travel guidance for the area. The United States currently maintains a Level 4 "do not travel" advisory for Jammu and Kashmir.

"The United States puts out travel warnings and every so often we re-evaluate those travel warnings. I cannot make any big announcements here today, but it is something that we are going to look at. New Delhi, the Chief Minister here, the Government here--we believe have made some incredible steps to keeping this area safer and making it more safe,"

Gor indicated the review was underway but stopped short of committing to any specific change on the spot.
