Addressing the House under Rule 110, the chief minister stated that 2,38,264 farmers fall within the ₹75,000-to-₹1,00,000 bracket and will each qualify for the enhanced waiver. He underscored that the measure is not a one-time gesture but a structural recalibration of how the state interacts with cooperative credit institutions on behalf of cultivators.

Fiscal Scale and Broader Impact

The incremental outlay for this expanded package stands at approximately ₹953.06 crore, extending additional support to more than 1.38 lakh farming households. When combined with earlier rounds of relief, the cumulative waiver across all tiers totals ₹6,220 crore and covers 13.34 lakh farmers statewide. Vijay noted that although the state confronts genuine fiscal constraints, his cabinet has resolved to prioritise agricultural debt reduction above competing expenditure claims.

Vijay acknowledged that Reserve Bank of India directives require the state to settle dues with cooperative banks within a 45-to-60-day window.
