The action was taken on Wednesday, 16 September, under the FDA’s “Safe Food Safe Maharashtra” campaign. A consumer complaint led officials to inspect the heritage cafe, where they identified a range of hygiene and food-safety shortcomings that must be corrected before the business can seek restoration of its licence.

Olympia Coffee House has long been known as a casual stop for chai and classic Mumbai snacks. In July, Nolan, Damon and Holland visited the cafe before the Indian premiere of The Odyssey. The actors had cutting chai and bun maska during their visit, along with desserts including caramel custard and phirni.

Concerns identified during the inspection

The FDA said the inspection found serious problems in food storage, preparation and washing arrangements. Among the most striking observations was the presence of a urinal within the area used to store food.

“During the inspection, several serious food safety and hygiene violations were observed, including a urinal located in the food storage area and unhygienic food preparation and utensil-washing facilities.”

Inspectors also noted that food was being handled directly on the floor. Other issues included contaminated or poorly maintained water, cockroaches and flies at the premises, and traces of meat blood inside a refrigerator. The inspection further found that raw vegetarian and non-vegetarian ingredients were not being adequately kept apart.

Such separation is a basic safeguard in commercial kitchens because it helps reduce the possibility that food items, utensils or work surfaces used for one category of ingredients come into contact with another. Proper storage, cleaning and handling practices are particularly important in busy eateries that prepare multiple types of food in limited space.

Officials found damaged wooden chopping boards still in use and said food handlers were not wearing the prescribed protective gear. The FDA also identified gaps in staff training: 34 of the establishment’s 35 food handlers had not completed mandatory food-safety training.

Required water-testing documents and other sanitation records were also unavailable at the time of inspection. These records are important because they allow food businesses to demonstrate that water used for cooking, washing and cleaning meets necessary safety requirements.

Licence can be reconsidered only after compliance

The FDA has made clear that the suspension does not automatically determine the final status of Olympia Coffee House’s licence. Any future decision will depend on whether every identified deficiency is resolved and whether a follow-up inspection confirms that the premises comply with food-safety standards.

For customers, a licence suspension is a regulatory measure intended to halt food operations until the issues that may affect hygiene and public health have been addressed. The action places the responsibility on the establishment to improve infrastructure, sanitation procedures, staff practices and documentation before it can meet the regulator’s requirements again.

Wider FDA Drive Targets Mumbai Food Establishments

The Olympia action forms part of a broader enforcement push led by the Maharashtra FDA under IAS officer Tukaram Mundhe. Inspections have recently resulted in immediate licence suspensions for a number of food businesses across Mumbai.

Six additional establishments were named in the latest set of actions: Blink Commerce Private Limited in Chembur; Vishwas Sweets and Snacks in Ghatkopar West; A-1 General & Dry Fruits in Ghatkopar West; Nair Hospital Canteen in Mumbai Central; Milan Punjab in Worli; and Sadguru Sweets in Malad East.

Earlier in the week, the FDA suspended the licences of four other Mumbai food establishments, including the well-known Cafe Mondegar in Colaba. Inspectors visited Cafe Mondegar at Metro House on 12 September and found failures involving food-temperature controls, thawing methods, cooling procedures, sanitation and the physical condition of the premises.

Hot food was not being maintained above the required 60°C threshold, while cold storage was not kept below 5°C. The regulator also flagged improper thawing and insufficient rapid cooling of cooked food. These practices can raise the risk of cross-contamination when food is prepared, stored or served without proper temperature management.

The three other businesses whose licences were suspended in that round were Maharashtra Biryani Centre in Kandivali East, Tribhuvan Dairy Farm in Ghatkopar West and Mahavir Cashew & Foods Pvt Ltd in Ghatkopar East.

Food-safety standards under scrutiny

The FDA said the establishments involved had breached Schedule 4 of the Food Safety and Standards Act. The schedule sets compulsory hygiene and sanitation obligations for food business operators, covering matters such as clean premises, food handling, equipment maintenance, storage and employee hygiene.

Restaurants, cafes, canteens, sweet shops and food retailers all rely on these standards to protect customers and maintain legal approval to operate. The current inspections underline that a venue’s popularity, heritage value or celebrity visibility does not remove its responsibility to meet the same health and sanitation requirements as any other food business.

Olympia Coffee House now faces a compliance process in which the deficiencies identified by the FDA will need to be addressed in full. Until a subsequent inspection finds that the required standards have been met, the status of its food licence will remain subject to the regulator’s decision.
